Two matters of the constitutional reform (政制改革) that are discussed are the method of electing the Chief Executive (CE) and that of electing members of the Legislative Council (Legco). On 28 March 2013, Associate Professor of the HKU Faculty of Law Benny Tai (香港大學法律學院副教授戴耀廷), Director of the CUHK Centre for Civil Society Studies Professor Chan Kin-man (中大公民社會研究中心主任陳健民) and the Reverend Chu Yiu-ming (朱耀明牧師) initiated the Occupy Central with Love and Peace (Occupy Central) campaign, which aims at fighting for genuine universal suffrage (真普選).

The organisers emphasise its non-violent nature, adding that they do not intend to topple any political power or figure. It is expected that at least 10,000 people will join the movement.
