We can use modal verbs "should have" before the past participle of a verb to express present feelings about a past decision or action.

e.g. His plane should have arrived over an hour ago, but we still don't see him.
should not have
something unadvisable or unexpected happened
e.g. You shouldn't have had any problems with my computer. It was working perfectly the last time I used it.
