Horizon : Animal welfare

【明報專訊】There are many animals suffering around the world. Through legislation, animal welfare can be improved. The following are some countries which show the world their commitments to combating animal abuse.

■Austria

Austria protects wild animals by banning fur farming as well as the use of wild animals in circuses. It also prohibits the use of chimpanzees and gorillas in experiments. Dogs are protected from cruel acts such as ear cropping. For farm animals, chickens are not allowed to be kept in cages.

■Switzerland

The Swiss government recognises some animals as social animals, including guinea pigs, rabbits and parrots. Since they are prone to loneliness, it is against the law to keep only one of them. The government has also made it a crime to use any device to stop a dog from barking. For fish owners, they must make sure their fish experience day and night cycles.

■France

Before their purchase or adoption, pet owners are required to sign a document confirming they understand the responsibilities. After that, they have seven days to change their mind. This is to prevent impulsive decisions. Pet abandonment is punishable by a heavy fine and imprisonment. By 2024, only abandoned dogs and cats will be available at pet shops.
