【明報專訊】The Incident The first phase of the public consultation (公眾諮詢) on the methods of selecting the Chief Executive (CE) in 2017 and of forming the Legislative Council (Legco) in 2016 has just ended. Differences between the pro- establishment camp and the pan- democractic camp remain. The main debate is about the nomination of CE candidates. The consultation document indicates that the election of the CE by universal suffrage should ultimately be based on the nomination of CE candidates by a broadly representative nominating committee (提名委員會) in accordance with democratic procedures. On the other hand, some groups insist on the significance of popular nomination (公民提名) as a method of increasing the credibility of the election. Meanwhile, fifteen plans have been put forward. Three of them were selected on May 6 in a vote conducted by Occupy Central (佔領中環). They all feature popular nomination. A public vote will be carried out between June 20 and June 22 so that public views on the three plans can be made clear.
